What will the impact be on traffic numbers and movement?

Any planning application of the scale of that proposed at Pincents Hill must include a comprehensive Transportation Assessment, which includes detailed analysis of the impact of the proposals on the road network across the local area. This assessment involves advanced computer modelling to determine the effect of additional vehicular movements on roads and junctions locally and further afield. It comprisea the impacts of traffic during construction and those once the construction is complete. A planning permission will only be granted if the outcomes of this assessment are satisfactory to the local Highways Authority and the Highways Agency.

As part of its strategic commitment to environmental and social sustainability, Blue Living aims to effect a significant reduction in car dependency of residents in a future development at Pincents Hill by:

  • providing as many as possible of the facilities and services that people require on a daily basis within walking distance of people's homes
  • providing alternatives to the private motor vehicle, giving priority to good walking and cycling connections, and to forms of public transport and car sharing schemes
  • actively incentivising new residents to do without a car

We are also developing street typologies and designs that will minimise the use of new thoroughfares as local rat-runs, while making this part of the public realm safer for elderly people, young children and people with disabilities.

For further details see the Pincents Hill outline planning application (Design and Access Statement: Connections, Access and Movement), available on the planning section of West Berkshire Council's website.
